For the first time almost 60-years, Queen Elizabeth the Second was not available to open the latest session of the British Parliament.

Instead, Prince Charles read the speech.

Buckingham Palace announced yesterday that because of episodic mobility problems and in consultation with her doctors, the 96-year old Monarch would reluctantly pass on the occasion.

Queen Elizabeth has only missed the occasion twice during her 70-years on the throne, the latest in 1963 when she was pregnant.
