Mayor John Tory has used his “strong-mayor” authority to appoint a new city manager.

Effective immediately, Paul Johnson will be Toronto’s top bureaucrat.

Johnson takes over from Tracey Cook, who was awarded the job on an interim basis after former city manager Chris Murray stepped down in August.

Tory says Johnson is a “a leader with a proven track record of commitment to serving our communities, creating efficiencies and budgeting effectively, all while inspiring teams.”

Filling that role at one time required a council vote but new legislation passed this fall by the province provided the mayor with special powers.
