A top Canadian diplomat in Moscow has been summoned by Russia as a result of Foreign Minister Melanie Joly’s remarks regarding “regime change.”

Russia reportedly summoned Brian Ebel, the Canadian charge d’affaires, on Monday to inform him that the remarks were unacceptable.

Joly stated earlier this month that western sanctions in response to Russia’s invasion of Ukraine are having an impact, because the world is now seeing effects “on society and how much we’re seeing potential regime change in Russia.”

When asked in an interview if Ottawa is now seeking regime change in Moscow, Joly responded that Canada is focused on punishing the regime of Russian leader Vladimir Putin instead of the people who live under his reign.

Moscow cautions that this will further harm diplomatic relations following a collapse in trade and a series of summons on both sides over issues such as Ottawa’s provision of security for Russian diplomats and Russia’s embassy posting social-media messages that have upset the LGBTQ community.

Russia asserts that interfering in domestic matters violates the Vienna Convention of 1961, which regulates diplomatic ties.
