Conservative Peter Shurman says the bonuses are outrageous when the province is facing a $15-billion deficit.
N-D-P Leader Andrea Horwath says the government is sending mixed messages when it comes to freezing wages to battle the deficit.
Documents obtained by The Canadian Press show that nearly all eligible managers in the civil service got bonuses last year.
Horwath says that’s unfair when public sector workers like teachers are being forced into wage freezes.
But Government Services Minister Harinder Takhar says the amount of money spent on bonuses has shrunk over the years.
The average bonus last year was 3.6 percent of total pay, but some managers topped out at 12 percent.
The overall cost to Ontario taxpayers was more than $35 million.
