Toronto Mayor Rob Ford says the safety of kids comes first and foremost so he won’t support allowing dogs to run free in parks outside fenced-in, off-leash zones.

He says dogs sometimes have a mind of their own.

Ford’s comments come the same day councillors on the parks committee  commissioned a study of off-leash dog hours.

Councillor Denzil Minnan-Wong  who has been pushing the idea  says off-leash areas will result in healthier dogs that are less aggressive and don’t bite.

The report on  off-leash zones is due back in June 2013.
