About 5000 public elementary teachers in York Region are expected to begin a work to rule campaign today as labour unrest with the provincial government continues.  Union spokesman David Clegg says it’s the first stage of an escalating withdrawal of administrative services to protest provincial legislation which freezes wages for 2 years, reduces benefits and bans strikes in schools.  For two days a week,  teachers won’t arrive at school until 30 minutes before class starts and will leave no later than 30 minutes after students are dismissed for the day.  Sam Hammond is the President of the Elementary Teachers Federation of Ontario.  He says the scenario in York Region will start to play out in other areas of the province.  “Later this week, we have two other locals that will be in a legal strike position.  And over the next two and a half weeks, all of our locals will be in the same position.”

A tentative deal was reached for public high school teachers in York Region on the weekend.  A board spokesman says details in the contract will likely be sent to the Education Minister today.
