Federal Finance Minister Jim Flaherty insists he was acting in the best interests of Canadians when he asked Manulife Financial to axe a promotional mortgage rate discount.

The finance minister says he wants to ensure people can afford their mortgages when interest rates go up.

But Interim Liberal Leader Bob Rae says Flaherty may have contravened the Competition Act.
