Pro-Russian insurgents say they want some time before they discuss the future of two regions in eastern Ukraine that voted for sovereignty.

The organizers of the referendums in Donetsk and Luhansk say the votes were overwhelmingly in favour of autonomy.

But the lack of international election monitors makes it impossible to verify their claim. The Ukrainian government in Kiev has rejected the vote, so have European Union foreign ministers meeting in Brussels.

The EU ministers have added 13 people and two businesses to the list of visa bans and asset freezes, bringing the total to 61.
