Employers in areas with high unemployment will not be allowed to apply for temporary foreign workers in the lowest wage and skill groups in the accommodation, food service and retail sectors.
That’s just one of the changes the Harper government has announced to the controversial program.
A cap’s also being put on the number of low-wage temporary foreign workers who can hired at each workplace – 30 % starting immediately and dropping to 10 % by July 2016.
The cap will not apply to company’s with fewer than 10 employees or to short-term, non-renewable positions.
Ottawa says it’ll post the number of temporary foreign workers approved every three months, along with the names of companies that get the green light to hire them.
Employers, who hire temporary foreign workers, must promise not to lay off any Canadians or reduce their hours, and must tell Ottawa how many Canadians applied and were interviewed for positions, along with why they were not hired.
