After vowing to do away with the controversial police practice of ‘carding’ by the end of the fall, the province has released draft regulations.

They state officers cannot arbitrarily or randomly stop someone and question them.

The proposed regulations say police must also inform citizens why they’re being stopped, that it’s voluntary so they have the right to walk away if they wish and must be given a written record of any exchanges.

Community Safety Minister Yasir Naqvi calls the draft regulations ”fair, effective and rights-based” and the result of ”difficult conversations” with police and communities across Ontario.

He adds there’ll be 45 days for more public input, that’ll be reviewed and changes will be made accordingly.
