SOME GREAT LAKES SUCCESS CITED

A Canadian-American agency says both countries have achieved some success at preventing Great Lakes water from being overused – or raided by outsiders.

But the agency says it could take more action – to strengthen the legal protection of the waters.

The International Joint Commission report released today assesses the performance of the region’s governments – in carrying out recommendations it made 15 years ago to safeguard the lakes.

It says an agreement among the eight Great Lakes states – and similar legislation approved by the provinces of Ontario and Quebec – set stout limits on diverting water.

But it encourages the parties concerned to consider using public trust law – to make the protections even tighter – in case climate change or other future developments intensify pressure to abuse the lakes.
