The Prime Minister’s Office says ”his schedule doesn’t permit” it.
Meanwhile, at the request of Trudeau, Governor General  David Johnston will attend a commemoration for Castro in Havana Tuesday.
Trudeau’s been widely criticized for his weekend statement on the dictator’s passing.
He made his first trip to the island country earlier this month, but did not meet with Castro due to his poor health.
Castro was an honorary pallbearer at the 2000 funeral of former prime minister Pierre Trudeau, Justin’s father.
U.S. President Barack Obama and British Prime Minister Theresa May will not attend Castro’s funeral.
Mexian President Enrique Pena Nieto will be there.
