The day after announcing the federal government will form an advisory council on pharmacare, the author of the budget kicked off his sales job to Canadians in Ottawa.

Finance Minister Bill Morneau told the Economic Club of Canada that some parts of the drug coverage system are working well, but others are not.

He also says a new pharmacare program will be ”fiscally responsible” and designed to fill in gaps, not provide prescription drugs for those already covered by existing plans.

”We need a strategy to deal with the fact not everyone has access, and we need to do it in a way that’s responsible, that deals with the gaps, but doesn’t throw out the system that we currently have,” Morneau said.

The council will be chaired by Eric Hoskins, former health minister of Ontario, which this year introduced OHIP+, that offers free medication to those 24 and under.
