Bank of Canada Governor Stephen Poloz says women represent the biggest source of economic potential in the country.

And he is focussing on Quebec’s subsidized child-care program – as a type of policy which can unlock some of the untapped potential in the Canadian labour force.

Poloz told students at Queen’s University that he credits Quebec’s child-care program for raising prime-age female workforce participation – from 74 percent two decades ago – to about 87 percent in 2018.
