There is enough evidence against SNC-Lavalin for the engineering and construction giant to be tried on corruption charges.
The ruling by a judge in Montreal followed a preliminary inquiry into allegations from federal prosecutors in 2015.
They allege SNC-Lavalin paid $47.7-million in bribes to Libyan officials between 2001 and 2011, while defrauding a number of institutions in the country out of $130-million.
Contents of the ruling are under a publication ban.
SNC-Lavalin will return to court June 7 to indicate if it wants a trial by jury or by judge.
CEO Neil Bruce says the company will defend itself to get the right outcome and be acquitted.
If convicted, SNC-Lavalin could face a 10-year ban on receiving federal contracts.
