An investigation by the city of Toronto‘s integrity commissioner has concluded Mayor John Tory did not break conflict rules by taking part in a city council vote about ActiveTO last June.
Jonathan Batty was asked to look into a complaint that centred on Tory’s ties to telecom giant Rogers and a vote about the pandemic street closure program.
He has determined while the mayor had an indirect financial interest in the vote, it was ”too remote” for Tory to have to declare it and recuse himself from the debate.
In the lead up to the vote on the future of ActiveTO, the president of the Blue Jays publicly called on the mayor to oppose partial closures of Lake Shore Boulevard West.
Mark Shapiro said it was bad for business because the closures made it hard for fans to get to games.
A majority of council, including the mayor, voted to proceed with a version of the program that did not include regular Lake Shore closures.
The mayor’s an advisory member of the trust that controls Rogers, which owns the Blue Jays, and pays him $100,000 annually.
