The Harper government says bureaucracy is behind the decision to pull out of a United Nations convention that responds to droughts in Africa.
Prime Minister Stephen Harper says less than one-fifth of the 350-thousand-dollars Canada contributes to the United Nations Convention to Combat Desertification goes to programming.
The decision would make Canada the only country in the world outside the agreement, which Ottawa ratified in 1995.
