In her just released, long-awaited report, Federal Ethics Commissioner Mary Dawson says Nigel Wright broke both the rules, including the Conflict of Interest Act, when he tried to help pay off Mike Duffy’s Senate expenses.

Wright, the former chief of staff to prime minister Stephen Harper, personally gave the senator $90,000 to repay his questionable living expense claims to the upper chamber.
Wright was never prosecuted and this report basically amounts to a slap on the wrist since Dawson cannot impose sanctions or penalties.
A judge eventually acquitted Duffy on all 31 charges in a ruling that was critical of Wright’s actions and others inside the Prime Minister’s Office.
